TENANTS RIGHTS INFORMATION In 2019 Kansas City, Missouri Mayor Quinton Lucas and the City Council passed legislation creating a Tenant Bill of Rights. It ensures that tenants have the right to access estimates of utility costs and the right to disclosure of an estimate of common space utilities charged to the tenant.
